The EdSec's letter (.pdf) to Chairman Miller and the Committee with her response to the draft bill cites data from The Nation's Report Card.
She cites the same statistics "Yet all across America, less than half of African American and Hispanic fourth graders have basic reading skills as defined by the Nation's Report Card." in her remarks to members of the Business Coalition for Student Achievement yesterday. Congressmen Miller and McKeon were both present at the meeting where these remarks were delivered.
Later yesterday afternoon, Congressman Miller held a press conference for reporters to discuss the draft and the Secretary's comments.
