Fordham Report on "Proficiency Illusion"

The Fordham Foundation put out a report on what it calls the "Proficiency Illusion." They argue that the main flaw of NCLB is that it allows states to set their own proficiency standards, which leads to middling standards for students (instead of the high ones intended by NCLB).
